Formula and methodology
NIST states that 1 minute equals 60 seconds and 1 hour equals 60 minutes or 3,600 seconds. Those fixed relationships produce the following formulas:
decimal hours = total minutes / 60
whole hours = floor(total minutes / 60)
remaining minutes = total minutes - whole hours x 60
decimal hours with seconds = (minutes x 60 + seconds) / 3,600
Calculate the exact value first. Round only the displayed decimal. If payroll or another workflow applies an interval rule, apply that rule to the recorded time as a separate operation and retain the original value.
Do not read decimal hours as clock minutes
1.30 decimal hours is not 1 hour 30 minutes. The decimal part is 0.30 of an hour, and 0.30 x 60 = 18 minutes. Therefore:

Rounding, seconds, and durations above 24 hours
A repeating decimal such as 100/60 should remain exact internally. If two decimal places are selected, display 1.67 but do not use 1.67 as the source for reconstructing the original minutes; it corresponds to about 100.2 minutes.
Carry 60 seconds into one minute and 60 minutes into one hour. Treat 1,500 minutes as an accumulated duration of 25 hours or 25:00, not 01:00. A clock time and an elapsed duration are different data types.
Payroll and billing use
Exact conversion is arithmetic. Payroll rounding is a policy. Under the current U.S. federal rule in 29 CFR 785.48(b), certain time-clock rounding practices are accepted only when their use does not result, over time, in employees being improperly undercompensated. Other countries, states, contracts, and systems can differ.
