2. Confirm their units, population and time basis match.

Worked examples

Revenue

,000 to ,000: 36,000 ÷ 240,000 × 100 = +15%.

Response time

500 ms to 425 ms: −75 ÷ 500 × 100 = −15%.

Enrollment

1,250 to 1,100: −150 ÷ 1,250 × 100 = −12%.

Conversion rate

4% to 5% is +25% relative change and +1 percentage point.

More than double

30 to 75: 45 ÷ 30 × 100 = +150%.

Interpretation and edge cases

• A favorable result is context-dependent: lower response time may be good, while lower revenue may not be.
• Do not compare partial and full periods without adjustment.
• When the initial value is zero, report absolute change and explain that ordinary percent change is undefined.
• When the inputs are rates, percentage points may be the clearer primary measure.
