Navy High-Performance BCA Exemption

A Sailor who exceeds the Step 2 body-fat limit may still receive an overall PFA pass under the high-performance BCA exemption, but only by meeting the current PRT criteria. The BCA itself remains recorded Not Within Standards, and the Sailor remains required to participate in the Fitness Enhancement Program.

Current qualification criteria

Guide-1 states that a Sailor who exceeds the maximum allowed body-fat percentage can receive an overall PFA pass by:

  • achieving an overall Outstanding-Low or higher PRT score; and
  • scoring Excellent-Medium or higher in all three PRT modalities; and
  • actively participating in and passing all three modalities: push-ups, forearm plank, and the 1.5-mile run or an authorized alternate cardio option.

A Sailor medically waived from any modality is not eligible. The exemption also does not apply to units that elect the DEP/OP PRT.

Calling this a “body-fat waiver” is misleading. It is an overall PFA outcome rule for a narrow high-performance scenario, not a change to the BCA standard.

Example

Suppose a Sailor does not meet Step 1 and exceeds the applicable Step 2 body-fat maximum. The BCA is NWS.

  • If the Sailor scores Outstanding-Low overall and no lower than Excellent-Medium in each of the three PRT modalities, the overall PFA can be a pass under the exemption.
  • If even one modality is below Excellent-Medium, the exemption criteria are not met.
  • In either case, the BCA measurement does not become Within Standards.

The exact PRT scoring tables and category calculations must come from the current Navy PRT guidance. Do not infer “Outstanding-Low” from a generic fitness score.

Medical waiver and alternate cardio distinction

An authorized alternate cardio event can satisfy the relevant modality where allowed. That is different from being medically waived from a modality. Guide-1 explicitly says a Sailor waived from any modality is not eligible for the high-performance exemption.

Why this needs its own page

The exemption is a decision after the BCA result, not part of the body-composition formula. Keeping it separate prevents the calculator from implying that physical performance alters waist, WHtR, or BF%.

What happens when standards are not met
