Social Security COLA vs Discount Rate

COLA changes benefit amounts; a discount rate changes how the model values payments at different dates. Mixing nominal and real assumptions can make an apparently precise break-even result meaningless.

COLA is not a return

SSA determines annual COLAs under law using an inflation measure. A COLA adjusts benefits; it does not represent an investment account balance or guaranteed portfolio return.

Choose one dollar basis

Nominal modeling shows future checks after assumed COLAs. Constant-dollar modeling removes general inflation to express purchasing power. If age-specific SSA estimates are already shown in today's dollars, do not add COLA and still label the output today's dollars.

Discounting cash flows

A present-value model applies a discount factor to future payments. Convert the annual assumption to a consistent monthly rate and disclose the conversion. For nominal cash flows, use a nominal discount scenario; for constant-dollar cash flows, use a real discount scenario.

How assumptions affect crossover

When a common COLA is applied proportionally and from a common base, the simple crossover may move little; exact timing can still matter. A positive discount rate generally favors earlier payments, delaying the discounted crossover or eliminating it within the horizon.

Scenario table

Show at least: simple dollars (0% COLA, 0% discount); nominal scenario (stated COLA and nominal discount); and constant-dollar scenario (no future COLA in displayed benefits and stated real discount). Never label one as the forecast.

Implementation checks

Test 0% rates, high but valid rates, annual update boundaries, start dates on opposite sides of a COLA event, and a no-crossover horizon. Display assumptions in the result export.
